International Termination
WIT-1.
Who can use NovaTel’s
network? NovaTel
is a wholesale carrier, providing services only to other
telecommunication carriers. Other telecommunication carriers
include: Tier I, Tier II and Tier III Inter-Exchange Carriers (IXCs),
Local Exchange Carriers (LECs), Competitive Local Exchange Carriers (CLECs),
Prepaid Carriers, Cellular Carriers, and Foreign IXCs and Foreign PTTs (Postal,
Telegraph, and Telephone Companies).

WIT-2. To
which countries does NovaTel
terminate traffic? NovaTel
provides termination to virtually every country in the world.
There are certain areas such as Mexico, Guatemala, Pakistan, and India
where NovaTel
has direct routes and agreements with the PTTs. NovaTel
exercises full control over these routes. For rest-of-the-world
(A-to-Z),
NovaTel
receives capacity allocations from licensed carriers in each destination.
Since NovaTel
provides worldwide termination, NovaTel
has
become a "one-stop-shop" for many of its customers.

WIT-3. How do
I connect to NovaTel?
NovaTel
has connectivity via whatever protocol you prefer.
NovaTel
can connect TDM using ISDN or SS7/C7 Signaling, or VoIP using H.323 or
SIP protocols.

WIT-4. Where
do I connect to NovaTel?
NovaTel
provides TDM interconnection at One Wilshire
in Los Angeles, and at our PoP in San Antonio. Connection using VoIP comes
through the public Internet into our facilities in San Antonio.

WIT-5. What
are the advantages of VoIP over TDM? As you know, TDM
(Time Division Multiplexing) is traditional circuit switched technology.
When using TDM without compression equipment, only 24 simultaneous calls can be
carried on a T1 circuit. T1 circuits are dedicated circuits. Carriers typically
require a contract for a minimum of a year for each T1 circuit, and a
new T1 circuit typically taking over a month to provision.
International circuits, known as International Private Line Circuits (IPLCs), take longer to provision and the cost is typically much
more than
a similar circuit in the U.S. TDM circuits are installed
between the customer's location and their carrier's telecommunication PoP
/ collocation. Bottom
line, TDM T1 circuits represent ridged, fixed cost expenses.
VoIP, on the other hand, can be provisioned
within hours once Public Internet is available. Since VoIP is
not limited to 24 circuits, carriers typically carry
between 96 and 144 simultaneous telephone calls over the equivalent of a
T1 circuit. Access to Public Internet is a fixed cost, but calls
can be delivered to multiple destinations through a single Internet
connection.
To summarize, the benefits are: (1) Quicker
implementation, (2) More flexibility and timeliness in provisioning, (3)
No long term commitment to the circuit, (4) more economical, and (5) More simultaneous calls.

Offshore
Contact Centers
OCC-1. What
services does NovaTel
provide Offshore Contact Center?
NovaTel
is capable of providing end-to-end services, but because of regulatory
constraints in India and the Philippines, NovaTel
typically interconnects at the center's collocation in the U.S.
Upon interconnection with the Customer Premise Equipment (CPE) at the
center's collocation, NovaTel
takes the call and terminates it anywhere in the world.
On the reverse side for inbound calls, NovaTel
provides the domestic and the international toll free
numbers through its network; and delivers the calls to the center's
collocation and CPE.
NovaTel
provides complete engineering and technical support. NovaTel
provides the DS3 and T1 circuits from the customer's CPE to interconnect with its worldwide
network. If the center collocates with NovaTel,
the Company can provide several value added services that will
help differentiate the center from its competitors. In addition,
NovaTel
has developed a per minute, end-to-end
product that will allow the centers to take even greater advantage of
NovaTel's buying power and strength within
the worldwide telecommunication
marketplace.

OCC-2. From
which countries does NovaTel
offer services? NovaTel's
primary focus has been on India and the Philippines. However,
NovaTel
also provides its Contact Center Solution to contact centers in Mexico,
Central and South America,
and Pakistan.
Because NovaTel
has such a strong presence in Europe,
Canada, Australia, India, the Philippines, and Central and South America, NovaTel
can provide all or most of its services anywhere in the world at extremely aggressive rates.

OCC-3. To
which countries does NovaTel
offer origination and termination? NovaTel
can provide ITFS (International Toll Free Service) numbers from any country in the world. NovaTel
can also terminate calls anywhere in the world. Today, the
majority of the calls from offshore call centers terminate
in the USA, Canada, U.K., and Australia.

OCC-4. Why
would an Offshore Contact Center use NovaTel?
Since many of the offshore contact centers do not have full time staffs
in the countries where they either originate or terminate calls, they
need a partner to handle the interface between their collocation, CPE, and the
terminating carriers. In many cases the contact center is also too small
to deal directly with the larger carriers, therefore they don't receive the most competitive rates available.
By dealing with NovaTel,
the center receives a bundled product that includes: (1) aggressive
rates for worldwide termination, (2) highly skilled technical and
engineering support, (3) direct access to NovaTel's
24 x 7 Network Operations Center, and (4) other value added services that are unique
to NovaTel.
Unlike consultants that only have the ability to interface with the
various
parties required to support worldwide traffic, NovaTel
is an established carrier that carries over
80 million
minutes each month from offshore call centers, NovaTel
controls thousands of domestic and international toll free
numbers, and NovaTel
has hundreds of DS3 and T1 circuits.

OCC-5. Does
NovaTel use a
VoIP network? NovaTel
obviously has access to its VoIP (Voice over Internet Protocol) network,
as it carries over 1 billion minutes worldwide each year over its VoIP
network. However, NovaTel
is seen incidences where the demands of rapid-fire predictive dialers
fail to perform effectively over VoIP networks. NovaTel
is continually testing new equipment, and is testing alternatives to
traditional compressed TDM networks. At such time as VoIP can
provide the same or better price/performance as compressed TDM networks,
NovaTel
will offer such an alternative to its offshore contact center customers. NovaTel
has achieved excellent performance over MPLS (Multi-Protocol Label
Switching) networks.

Domestic Long
Distance
DLD-1. Can
anyone subscribe to or PIC NovaTel
as their Long Distance Carrier? NovaTel
is a wholesale long distance provider. As such, its customers are
Tier I, Tier II, and Tier III Inter-Exchange Carriers (IXCs), Local Exchange
Carriers (LECs), Competitive Local Exchange Carriers (CLECs), Prepaid
Providers, and Cellular Carriers. At the present time, NovaTel
does not offer a retail or a commercial long distance product in the USA.
However, NovaTel
is in the processing of obtaining domestic certifications. It will
begin offering enterprise services in 2008.

DLD-2. Who can
subscribe to NovaTel’s
Long Distance Service? As
mentioned above, the only entities that can access NovaTel's
wholesale international long distance network are other
telecommunication carriers. The list includes: Tier I, Tier II,
and Tier III Inter-Exchange Carriers (IXCs), Local Exchange Carriers (LECs),
Competitive Local Exchange Carriers (CLECs), Prepaid Providers, and
Cellular Carriers. In 2008, NovaTel
will begin offering long distance services to domestic contact centers
and enterprise customers.

DLD-3. How do
I connect to NovaTel?
Depending on the protocol used, NovaTel
can connect virtually anywhere in the USA. NovaTel
has TDM facilities at One
Wilshire in Los Angeles and at its PoP in San Antonio, Texas. Connections using VoIP
are delivered from your location directly to
NovaTel's
PoP in San Antonio.

DLD-4. Is NovaTel’s
domestic network VoIP or TDM?
NovaTel's
domestic network is TDM. NovaTel
uses its VoIP network for international termination. However, for calls
from contact centers, presently NovaTel
uses its TDM network for all calls, even international terminated calls.

Doing Business with NovaTel
DBN-1.
Carriers and PTTs desiring to buy origination and termination services
from NovaTel. It is an easy
three step program to buy origination and termination services from
NovaTel: (1)
sign a standard Non-Disclosure Agreement (NDA). Upon execution of
the NDA, NovaTel will send you a
copy of the specific rates and routes that you are interested in
procuring. (2)
NovaTel will prepare and send a
Telecommunications Services Agreement (TSA) for your execution.
After the TSA has been executed, then (3) NovaTel
will connect you to its network, test, and turn-up the services.
That is all there is to it. If you desire to connect using
traditional TDM circuits with SS7 or C7 signaling, you can interconnect
with NovaTel at One Wilshire, Los
Angeles, CA. or the Taylor Building, San Antonio,
TX.

DBN-2. Licensed carriers and PTTs
desiring to sell termination routes to NovaTel.
NovaTel
is always looking for quality termination routes.
Since NovaTel has agreements with
every Tier-I carrier in the United States, and several international
carriers and PTTs, quality is as important as price. However, as
you know, it is a very competitive, rate sensitive market.
Regardless, NovaTel is always
interested in establishing direct routes to foreign destinations.
NovaTel can connect using
traditional TDM circuits using SS7/C7 signaling, or connect through the
Public Internet using SIP or H.323 protocols. The connection
protocol is up to you. NovaTel
even has companies that split the connections between TDM and IP.
